Notwithstanding false claims to the contrary all morphine derivative drugs used to alleviate pain are habit forming. Tolerances build up to the point that withdrawal becomes excruciating and avoidance of such pain becomes paramount to addicts. The anti-social conduct which follows frequently leads to criminal acts and addicts are more often handled in the criminal justice system rather than as victims of a disease requiring mental health and addiction treatment.
Mr. Simon noted that although some pharmaceutical manufacturers have been assessed criminal fines at present no individuals have been subject to criminal prosecutions.
