Victor Barnes joined Rotary in 2013 as the Director of Programs and Grants. He oversees The Rotary Foundation’s district and global grant-making and associated strategic partnerships, Rotary Youth Programs, Service and Project partnerships, Member Engagement tools, Rotary Fellowships and Action Groups, The Rotary Peace Centers and Programs of Scale.

Prior to joining Rotary, Mr. Barnes held several senior leadership positions including, Senior Vice President at AIDS United, a philanthropic organization supporting community-driven responses to the HIV epidemic in the US. At the Corporate Council on Africa, he led private sector partnerships supporting healthcare infrastructure in Africa. As the Deputy Director for HIV/AIDS at the Centers for Disease Control and Prevention Mr. Barnes spearheaded community-based grant-making for communities disproportionately affected by HIV/AIDS in the US and developed CDC’s first HIV/AIDS public-private partnerships. He began his career as a foreign service officer for USAID in the Africa Bureau focused on education and public health. He received his BA from Washington and Lee University, an MA from University of California at Los Angeles in African Studies and completed course work for his PHD at Stanford University’s International Development Education Center.
